This is a beautiful and useful piece! I believe this is enameled bronze. It could be oxidized brass. It is champlevé...ofter called cloisonné but slightly different. In additions to the foo dog finial, the enamel forms a foo dog face. It has blue eyes, a pink nose and fangs...

This is just over 3 and retailer 1/4 inches in diameter or 3 and 3/4 inches wide with its handles. It is 3 and 1/4 inches tall with its lid.

This is in good vintage condition with some wear and oxidation. It has some small dings on the bottom, some pops in the enamel. It also has some tiny pin holes in the bottom...not sure if that is intentional. One of the handles wobbles. I have priced it with this in mind.
